插件启动时触发一次插件配置更新事件以便进行资源初始化操作

之前配置插件完后重启/升级插件无法监听到事件则不方便初始化资源需要通过再次监听插件启动事件来实现，现在改为插件启动时可以监听到

Hi @ShiinaKin，非常抱歉忽略了这个问题，刚因为这个问题发现了 ReasonAttributes 的反序列化 bug，目前暂时的解决办法可以通过直接在 johnniang 说的位置转换为格式化后的 string 放进去

实际上，默认输出的时间格式就是 UTC，不过是 ISO-8601 格式。具体可参考：docs.oracle.com/en/java/javase/17/docs/api/java.base/java/time/Instant.html。

如果允许每个用户配置自己的时区就更好了。例如 github.blog/changelog/2022-09-23-local-timezones-available-on-profiles。

Hi @ShiinaKin ，不建议去改代码，直接在邮件通知模板中使用 ${#temporals.format(temporal, 'dd/MMM/yyyy HH:mm')} 传入需要的格式即可参考 https://www.thymeleaf.org/doc/tutorials/3.1/usingthymeleaf.html
